The theme of the second panel is the struggle for basic rights such as the right to vote. It moves on from the weavers of 1787 whose leader James Garner can be seen being flogged at the top left corner of the frame.This panel commemorates the 1820 rising. It also illustrates a movement away from violent to more peaceful protest.
