NB Let me explain. I found my way intoWho’s Who? solely because of my Civil Service career. I “qualified” by serving as an Under-Secretary, at the level of the “First Division” in the Civil Service – that was the "top job" which earned my entry into this list of VIPs. And once in, always in. My life as a senior civil servant also earned me my only invitation to a Buckingham Palace garden-party… there’s posh, for you.
